Former CIDG chief faces 90-day suspension over missing sabungeros case

The National Police Commission (NAPOLCOM) announced a 90-day preventive suspension for former Criminal Investigation and Detection Group (CIDG) chief, Brig. Gen. Romeo Juan Macapaz, on August 28, 2025, due to ongoing investigations regarding his conduct in the case of missing sabungeros (cockfight enthusiasts). NAPOLCOM Vice Chairperson Rafael Calinisan stated that the suspension is a protective measure designed to ensure the integrity of the investigation, not a formal penalty. The complaint against Macapaz was initiated by whistleblower Julie Patidongan, who accused him of obstructing the investigation by unlawfully taking and refusing to return cellphones that are deemed crucial to the case. Allegations also include tampering with evidence by altering messages and concealing relevant SD cards.

Calinisan emphasized the need for this preventive suspension to prevent any influence or interference that could disturb the investigation’s progress. Investigations have already identified probable cause to charge 12 police officers affiliated with the case of the missing sabungeros, and a preliminary investigation is set to proceed based on findings thus far.

The case surrounds the mysterious disappearance of several individuals believed to be involved in cockfighting, with claims suggesting that these enthusiasts were murdered, with one allegation stating they were disposed of in Taal Lake.
